Examination/Testing process:
1. Experience & Education Points: An applicant comparison form will be used to score applications based on experience and educational components and may include additional preferred criteria.
2. Written Examination: The written test assesses knowledge of the Firefighter/EMT level. Composed of 80-100 questions, candidates will have a maximum of 2 hours to complete. Test questions will be developed from the following sources:

3. Practical Scenarios: There will be one (1) Structure Fire Scenario and (1) EMS Scenario. The Structure Fire Scenario will be based off NFPA 1001, 2019 Edition job performance requirements, found here. The EMS scenario will be based on operational protocols referenced above and the 2016 edition NREMT skill sheets, here. PDF versions available upon request.
4. Oral Board Interview Points: A panel of no more than five (5) individuals representing diverse experience will participate in conducting a structured interview process. Each evaluator will score the candidates individually based on identified competencies associated with the position. A compilation of evaluator scores will be used to rank each candidate.
Eligibility Lists:Upon completion of the testing components, the candidates scoring higher than 70% will be ranked in the order of their standing and their names placed on a hiring list. The effective period of the eligibility list shall be a period of one (1) year from the effective date of the hiring list. The Fire Chief may select any of the three (3) standing highest on the hiring list for selection to the rank for which the candidate has competed. The Fire Chief will consider attitude, work ethic, residency, seniority in the department (date of hire), seniority in rank (date promoted), and highest score.
Posting and Notification of Examination Results: The final results of the hiring process will be provided to the Fire Chief and Human Resources for their records. An email will be sent to each candidate providing them a copy of their final ranking and individual component scores. Results will be provided within 14 days of the completion of the examination/testing process. All final ranking results (by position) will be good for 12 months from the day the written examination was administered. The eligibility pool list will be good until midnight of May 15, 2027, unless this list is exhausted. At the expiration of the effective period of the hiring list, all right of priority under the list shall terminate twelve (12) months after the list is established or when no candidates remain in the pool. Any candidates in the pool at the time of expiration must successfully participate in subsequent hiring/promotional testing processes to be re-entered into the hiring pool or placed on a hiring list.
Interview with Fire Chief: Once the list of candidates has been forwarded to the Fire Chief, the Fire Chief will retain the ability to perform a final interview prior to the hiring decision.

Firefighter/EMT Job Description and Qualifications:
SUMMARY: Functions as a member of Jackson Hole Fire/EMS firefighting team by performing skilled work in emergency response, including fire suppression, emergency medical services, life support, and rescue operations; stabilizes emergency scenes, mitigates damage, and protects persons and property.
PRIMARY DUTIES AND RESPONSIBILITIES: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. This is not a comprehensive listing of all functions and duties performed by incumbents of this class; employees may be assigned duties which are not listed below; reasonable accommodations will be made as required. The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:
- Responds to emergency alarms and calls for service, and performs fire suppression, rescue, life support, and Emergency Medical Technician (EMT) duties as required to control emergency incidents; relays orders, instructions, and information on emergency actions, and follows orders under stressful conditions. Maintains the integrity, professionalism, values, and goals of the Jackson Hole Fire/EMS by assuring that all rules and regulations are followed, and that accountability and public trust are preserved. Performs assigned duties on a rotating shift assignment, within scope of authority and training, and according to JHF/EMS policies and procedures; duties may vary according to job assignment and skill level.
- Acts as EMT for emergency care; provides life support services and standard treatment modalities. Assesses, treats, stabilizes, and transports patients according to JHF/EMS medical protocol and level of emergency medical certification; restocks medical supplies, and maintains inventory.
- May operate emergency, fire, rescue, medical apparatus, and lifesaving tools and equipment; as directed, ventilates, and enters burning structures to extinguish fires and rescue victims; stabilizes and mitigates hazardous materials incidents and performs clean-up activities at fire and emergency scenes.
- Inspects, cleans, and maintains equipment, tools, apparatus, and accoutrements; and assures that all emergency response equipment is in a proper state of readiness and available for immediate use. Assists in the Maintenance of the JHF/EMS stations, facilities, equipment, and apparatus.
- Assists and coordinates with law enforcement personnel and other first responders as required.
- Continuously updates knowledge of City/County geography, streets, building locations, and special hazards of designated facilities, to assure that firefighting activities are accomplished in a fast, effective, and safe manner. Participates in classes, drills, and training to maintain and upgrade firefighting, rescue, and emergency medical skills; prepares reports, and maintains JHFD records and work logs.
- Supports the relationship between the Teton County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.
MINIMUM QUALIFICATIONS: Education and Experience:
- High School Diploma or GED equivalent
- Candidates will have experience in a modern fire and emergency services organization, inclusive of the following:
- Firefighter – Emergency Medical Technician – Fire Inspector (2 years)
- To be hired into full-time position, must obtain certification as EMT-I and Firefighter II within 12 months of hire date.
Required Licenses and Certifications:
- Must possess a valid Wyoming/Idaho Driver’s License or have the ability to obtain within 1 year of hire and maintain an acceptable driving record.
- EMT-B (National Registry)
- Firefighter I
- Additional technical skills training and certifications may be required.
Required Knowledge of:
- County policies and procedures, and state and federal regulations governing emergency services agencies.
- JHF/EMS Standard Operating Procedures, guidelines, and policies.
- Principles and practices of modern fire suppression and prevention.
- Principles of emergency medical service and life support.
- Procedures and equipment used in modern firefighting and emergency medical response.
- Operational characteristics of specialized fire suppression apparatus, vehicles, and equipment.
- Federal, state, and local building codes and regulations.
- City and County geography, traffic patterns, and the location of streets, landmarks, and buildings.
Required Skills in:
- Remaining alert at all times and reacting quickly and calmly in emergency situations.
- Providing firefighting, rescue, and medical services under emergency conditions.
- Assessing emergency medical situations, stabilizing patients, and providing standard emergency medical care.
- Recognizing the construction, contents and occupancy of buildings and other emergency incident scenes in order to apply appropriate firefighting, rescue, and emergency medical techniques.
- Maintaining and repairing firefighting vehicles, facilities, and equipment.
- Establishing and maintaining effective working relationships with co-workers.
- Operating and maintaining computer and communications equipment.
- Communicating clearly and concisely, both verbally and in writing.
Physical Demands/Work Environment:
- Work is performed outdoors and indoors at emergency incident sites, and in fire station facilities; may be exposed to environmental fumes, hazardous chemicals, communicable diseases, and potential physical harm. Must maintain a level of physical fitness to meet Department standards.
