Cy-Fair Fire Department is seeking Career Fire Fighters to join our growing team.
Objectives
1.01 The Cy-Fair Fire Department (CFFD) shall define the position, duties, and minimum requirements for each rank in the Department.

Responsibilities
3.01 Essential Behavioral Expectations

D. Physical Demands:
1. The physical demands and work environment characteristics described are representative of those that must be met or are encountered by a member to successfully perform the essential functions of this job. 2. Work is performed in an indoor and outdoor field environment; travel from site to site; exposure to noise, dust, grease, smoke, fumes, noxious odors, gases, mechanical and electrical hazards, and all types of weather and temperature conditions; personnel may be required to respond to emergency and public calls after hours including evenings and weekends.
3. Adverse or potentially hazardous environments may be routinely present during training exercises and/or emergency response operations.
4. Moderate to heavy lifting with protective clothing and SCBA may be required.
5. The primary duties of the firefighter are performed in a work environment in which the personnel are subject to personal danger. Therefore, the following physical abilities are deemed essential:
a. Must be able to climb stairs without using your arms (to simulate carrying equipment) in full PPE (approx. 50lbs)
b. Carry 25lb weights in each hand and walk 75 feet to simulate carrying saws
c. Must be able to raise a 35’ extension ladder by pulling a halyard
d. Must be able to maintain balance wearing full PPE (approx. 50lbs) when climbing ladders and on top of roofs
e. Must be able to drag, maintain control and direct hose lines flowing water
f. Must have a strong grip for holding tools and starting chainsaws
g. Must be able to crawl in dark, hot, and smoky atmospheres without panicking
h. Reasonable level of cardiovascular fitness
6. Sufficient clarity of speech, hearing and other communication capabilities, with or without reasonable accommodation, which permits the member to communicate effectively, including during emergency situations which may involve a high degree of noise;
7. Sufficient vision and other powers of observation, with or without reasonable accommodation, which permits the member to effectively operate at a fire or related emergency scene;
8. Sufficient manual dexterity with or without reasonable accommodation, which permits the member to operate equipment used in firefighting;

3.02 Required Experience and/or Qualifications:
A. All personnel must meet the following qualifications:
1. Must be at least 18 years of age
2. Must attend training academy/orientation classes set forth by the Training Division and the Operations Division.
B. Desired Knowledge/Skills/Abilities:
- Knowledge:
- Basic computer data entry and operate a personal computer using program applications appropriate to assigned duties

Skills:

- Performs all duties related to fire rescue, including connecting and carrying fire hoses, carrying and setting up ladders, directing water on burning structures, vegetation, vehicles and other objects
- Use current methods to ventilate structures
- Rescue techniques used for persons trapped in vehicles, burning buildings and other places
- Delivers public fire and life safety education programs, tours, and lectures
- May be required to operate and drive emergency vehicles and equipment
- Performs salvage operations such as throwing salvage covers, sweeping water and removing debris.
- Perform overhaul after a fire to ensure that fires will not rekindle, extend into unburned areas and that the fire is completely extinguished

C. Education/Degrees:
- Must have a high school diploma or equivalent.
- Complete NIMS (ICS-100, ICS-200, ICS-700, and ICS-800), an approved Traffic Incident Management Program, and “Courage to be Safe” training.
D. Certifications/Licenses:
- Must possess a valid driver’s license issued by the State of Texas, with an acceptable driving record.
- Must have a current CPR card
Guidelines
4.01 Essential Job Functions – Performs all work duties and activities in accordance with Department Standard Operating Guidelines, including Bulletins, Memos, Safety guidelines, Personnel Handbook and Chief’s Orders.
A. Duties may include but are not limited to the following:

- Leads by example and behaves in a professional manner at all times, whether on or off duty
- Must report for duty when scheduled unless prior approval by a supervisor has been granted.
- Maintains certifications required by the Department.
- Maintain excellent working relationships while interacting with CFFD personnel, personnel from other agencies and the public.
- Develop and maintain Pre-Fire Plans, as assigned
- Enters inspection, training, fire and emergency medical service calls into the records management system.
- Performs various public information or educational events.
- Works in a safe manner and reports unsafe activity and conditions. Always follows the department’s safety policies and practices. Adheres to responsibilities concerning safety prevention, reporting, and monitoring.
- Performs other related duties as required.
B. Emergency Response: Respond to all emergency incidents to mitigate the impact of the event on people and the environment.

- May respond to emergency calls requiring specialized services such as hazardous materials, extrication and technical rescues that include confined space, high angle, below grade, swift water, trench, and collapse rescues.
- Responds to calls for emergency medical services and renders first aid.
- Personnel shall respond with the first-out apparatus when responding to scenes. Specific calls may require firefighters to respond from the station in both the first and second-out vehicle, such as a Booster or a Tanker, to ensure its response.
- Address social service-related areas of emergency response by assisting victims and relatives of victims of traumatic events.
C. Maintenance: Responsible for helping to maintain the station, property, apparatus, and equipment of the department in a clean and orderly condition.

- Cleans and inspects SCBA, equipment and apparatus prior to shift, after use and reports any deficiencies. SCBA inspections shall be documented on the Daily Check List (SOG LOG.04.03).
- Inspects apparatus, any assigned equipment and notifies a superior officer of any defects.
- Makes minor repairs to equipment and apparatus, performs routine preventative maintenance tasks, and keeps records of such action.
- Perform a daily cleaning in all areas of the station, including but not limited to the kitchen, day room, restrooms, and dormitory.
- Conduct a general operational check of apparatus, including unstaffed units at the station, including fuel and water tank levels to ensure operational readiness if the apparatus is needed.
- Maintenance of records and checklists:
- Report any major apparatus or equipment deficiencies using the current reporting methods.
- Report any major station facility deficiencies using the current reporting methods.
- In addition to the daily cleaning and inspections, the following will be completed on a weekly basis.
- Apparatus Day – Apparatus Day will be every Monday morning and will consist of a thorough cleaning /inspection of assigned apparatus.
- Bay Day – Bay Day will be every Thursday and will consist of a thorough cleaning/inspection of the bay and any room/area adjoining the apparatus bay.
- Station Day – Station Day will be every Tuesday morning and will consist of a thorough cleaning of the entire station.
- Assist the Maintenance Division with delivery of apparatus between the Stations and the Maintenance Shop, Radio Shop, or other repair facility as requested
D. Training - Must successfully complete and pass all training required of the department.

- Participates in training activities and instruction sessions.
- Acquires and retains a thorough knowledge of the Department, including streets, buildings, water supply, unusual hazards, and other related items.
4.03 Firefighter Classifications (FT/PT): In addition to the Responsibilities listed above, the respective positions are expected to fulfill the following.
- Probationary Firefighter (Full-Time):

- Probationary Firefighters will be issued full bunker gear (PPE) and will be denoted by black helmets with orange shields and yellow tetrahedrons.
- Hold a minimum certification of at least a TCFP - Basic Structure Firefighter.
- Hold a minimum of an EMT certification by the TDSHS
- Must attend orientation.
- Must successfully complete all Firefighter Phase Testing Skills and Tests during Probationary Period.
- The Probationary Period shall consist of four (4) parts. The first six (6) months shall consist of three (3) Phase Testing Periods. The final six (6) months will be used to obtain a Class B TDL and learn the skills necessary to successfully complete the current CFFD Driver Operator Program.
- A Phase Testing Period may be extended with approval of the Fire Chief in order to facilitate a Performance Improvement Plan (PIP).
- Swapping shifts with another scheduled employee may be approved during Probationary Period with Shift Commander’s approval prior to projections being completed.

- Eligible to be released as a Driver Operator after successful completion of the current CFFD Driver Operator Program.

3. Scheduling

- Personnel will be assigned to a rotating schedule and assigned a shift.
- Requests for days off will be received via the Department scheduling program.
- After successful completion of Probation, swapping days will be allowed if it is in the same pay cycle. All swaps must be approved by the District/Deputy Chief’s over scheduling. Shift swaps must be completed on the Department scheduling program and be posted on the calendar to be considered complete.
- All members are responsible for the days they have been assigned. See Personnel Handbook for scheduled and unscheduled leave usage.
- Cy-Fair FD has the right to consider any combination of education and experience in determining an individual’s qualification for this position.
- Compensation & Benefits will be determined by Harris County ESD No. #9 Commissioners and the Cy-Fair Fire Department.
