Job Summary
This position is responsible to assist with the overall administrative oversight, leadership, planning, coordinating and management of the Fire Department. Departmental supervision is exercised over all personnel within the department. This position provides the Chief assistance in the leadership, managing, development and administration of department policies, procedures, and programs; responsible for computer programs community risk reduction, fire education, fire inspection, and investigation for the City, and supervises assigned department personnel.

Job Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
Provides supervision, leadership, and direction to subordinate staff; ensures they are performing their duties competently. Assigns areas of accountability and delegate authority to subordinate supervisory personnel.
Supervises the Fire Department inspection and survey responsibilities; monitors building inspections conducted by fire personnel for fire safety issues.
Supervises plans review of submitted drawings and attends site review meetings.
Educates fire personnel on building codes; assists in code interpretations and ensures equitable enforcement procedures and results.
Advises, review plans, inspects facilities/projects, and works with engineers, architects, building owners and building occupants in the areas of code interpretation and enforcement for proposed projects, projects in progress and existing buildings and processes.
Directs, assigns and coordinates the fire education and community risk reduction activities for the department.
Coordinates the department?s computer use and programs to maintain information on company safety inspections, fire hydrant testing and maintenance, payroll, invoices, and department grants.
Serves as Chief Officer on call as required; makes administrative and operational decisions as necessary.
Directs the work of and manages assigned staff. Assist with interviewing and selection of new employees. Provides training and instructions and ongoing training needs. Assigns tasks, reviews work and prepares performance evaluations. Provides staff coaching/counseling. Provides assistance and answers questions, gives advice and recommendations to staff.
Provides leadership and management to all assigned staff and volunteers.
Develops long range program philosophy and programs with the Chief to assist in meeting the City?s strategic goals and initiatives.
Recommends and interprets Fire policies and procedures.
Prepares comprehensive reports of the department as required.
Attends meetings on Fire Department and citywide issues; represents department to internal and external agencies and professional associations.
Performs and participates in special projects as assigned.
Serves in a staff function of the emergency operation center during a declared emergency.
Other duties as assigned.



Knowledge, Skills and Abilities

Skill in documenting evidence and providing testimony for civil and criminal legal proceedings.
Skill in developing and overseeing fire education programs.
Skill in developing fire and building code inspection programs.
Skill in implementing and interpreting Fire policies and procedures.
Skill in conducting analysis, developing recommendations, and preparing complex comprehensive reports.
Knowledge of professional fire principles, practices, and administration.
Knowledge of Fire Department rules and regulations, city ordinances, National Fire Protection Association Standards and International Code Council (ICC) in addition to other federal, state and local rules, regulations and standards.
Knowledge of firefighting, fire prevention, first response and emergency medical treatment principles, practices, and methods.
Knowledge of management and supervisory practices & principles.
Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues.
Ability to research and analyze detailed information and make appropriate recommendations.
Ability to plan, develop, implement, and evaluate projects and programs.
Ability to maintain a professional demeanor when dealing with the public.
Ability to develop department goals and objectives.
Ability to take control of situations, dictating subordinate activities in a responsible manner.
Ability to instruct and train in methods and procedures.

Knowledge of modern office practices and procedures.
Ability to analyze and prepare organizational and functional reports from research data.
Ability to work the allocated hours of the position.
