Requirements

General Description
This is a full-time, that reports to the County`s Fire Marshal. The position performs work involving technical skills in the areas of fire and hazardous waste inspection and Origin and Cause Investigations at a variety of Fire Incident Types.
Essential Job Functions
Conducts fire safety inspections required under F.S. Chapter 633 and F.A.C. 69A as follows:
Reviews plans and completes inspections of all new buildings and additions other than single family or two-family homes for fire safety code compliance.
Completes inspections of occupancies of premises which require a fire safety inspection for state agencies to issue licenses or certifications. Occupancies include but are not limited to day care centers, restaurants, hotels, motels, adult congregate living facilities, and assisted living facilities.
Completes inspections of premises where there is reasonable cause to believe a violation of fire safety codes exists.
Complete routine fire safety inspections of other commercial occupancies as required by the Florida Fire Prevention Code.
Conducts the County Small Quantity Generator Assessment, Notification, and Verification Program as adopted by Florida Department of Environmental Protection, consisting of on-site compliance assistance visits to businesses that produce or have the potential to produce small quantities of hazardous waste pursuant to F.S. Chapter 403 and the Florida Administrative Code.
Maintain accurate assessment records in the County and State Database.
Complete the annual program review and submit to the State.
Submits reports on activities to supervisory personnel.
Assist in maintaining up to date occupancy records in the County RMS Database.
Work an On-call schedule, includes after normal hours, weekends, and holidays to respond to incidents as needed for the purposes of Origin and Cause Investigation on fires involving but not limited to structures, vehicles and wildland.
Respond to HazMat Incidents to provide coordination and documentation on cleanup and recovery.
Work with State, Federal and Private Fire Investigators.
Prepare Fire Investigation Reports in a timely manner for inclusion in the County FireRMS system and to be submitted to other agencies as required.
Provide Public Education in the area of Fire Prevention and Safety to varying age groups.
Work during Emergencies and Disaster activations affecting Putnam County.
May be required to assist with emergency support functions (ESF) in the EOC during emergencies.

Minimum Qualifications

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of state fire code statutes and building codes.
Knowledge of principles and practices of fire inspection/prevention.
Knowledge of NFPA 101 Life Safety Code.
Ability to read and interpret construction plans and blueprints.
Ability to effectively communicate with public in enforcing fire codes and standards.
Ability to prepare and maintain accurate records and to make necessary reports.
Ability to perform data entry in the computer programs related to job.
Ability to operate a motor vehicle in normal and emergency conditions.
Ability to perform preliminary fire investigations
Ability to perform as a Firefighter II on Emergency Scenes.
Ability to use a computer and related software.
Ability to work well with others.
EDUCATION AND EXPERIENCE
A.S. Degree, in an emergency services related field. Bachelor`s Degree preferred
Five (5) years of experience in Fire or EMS
Three (3) years of experience in Fire Prevention, Public Education, or Inspections preferred.
Computer knowledge and experience in a variety of basic software packages.

(A comparable amount of training, education, or experience may be substituted for the above minimum qualifications.)

ESSENTIAL PHYSICAL SKILLS

Driving emergency vehicles.
Acceptable eyesight (with or without correction).
Acceptable hearing (with or without hearing aid).
Ability to communicate both orally and in writing.
Regularly required to use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; and talk or hear.
The employee frequently is required to stand; walk; sit; climb or balance; stoop, kneel, crouch or crawl; and taste or smell.
Lift and/or move up to 10 pounds; frequently lift and/or move 50 pounds; and occasionally lift and/or move more than 100 pounds.

ENVIRONMENTAL CONDITIONS
Works inside.
Works outside in varying weather conditions, and on slippery, and uneven surfaces.
Heights of up to 100 feet.
Work on Fire Scenes in hazardous conditions
Work on hazardous materials scenes and facilities
Work in Extreme weather conditions
Work in a fast paced stressful situations
While performing the duties of this job, the employee regularly works near moving mechanical parts and in outdoor weather conditions and is regularly exposed to fumes or airborne particles.
The employee occasionally works in high, precarious places and with explosives and is occasionally exposed to wet and/or humid conditions, toxic or caustic chemicals, extreme heat, risk of electrical shock, risk of radiation and vibration.

Special Requirements
LICENSES, CERTIFICATIONS, OR REGISTRATIONS

Certified as a Fire Safety Inspector as described in Chapter 633.081 F.S.
Ability to possess and maintain a valid Florida Driver`s License.
Completion of a minimum certified sixteen (16) hour Emergency Vehicle Operators Course.
Current Florida Firefighter II Compliance.
Completion of the Florida Cause and Origin course Fire Investigator I preferred.
Completion of the Wildland Cause and Origin Course within six (6) months of accepting position assignment.
